Regulations & Compliance
A Building Safety Case Report is a formal document that demonstrates how fire and structural risks are identified, mitigated, and managed in high-rise residential buildings. It is required by law for buildings in scope of the Building Safety Act 2022 and is submitted to the Building Safety Regulator.
The Principal Accountable Person (PAP) is responsible for completing and submitting the Safety Case Report. This is usually the organisation or individual who owns or manages the building and has legal accountability under the Building Safety Act.
A compliant Safety Case must include a full description of the building, an assessment of major fire and structural risks, current control measures, evidence of mitigation strategies, resident engagement plans, and how the 'golden thread' of information is maintained and updated.
Safety Cases should be reviewed regularly and updated after significant changes to the building or its safety systems. Best practice recommends annual reviews, with formal reassessments aligned to key lifecycle events or as requested by the Building Safety Regulator.
No. The Safety Case Report is mandatory only for higher-risk residential buildings in England — typically those over 18 metres in height or with at least 7 storeys and containing 2 or more residential units. However, producing a report voluntarily can support compliance and risk management in other buildings.
